This presentation will address one of the most consequential and least-understood realities facing today's commercial drivers: the ways in which holding a CDL changes the rules, even when you're behind the wheel of your own vehicle. It will cover the federal regulatory changes that redefined CDL exposure in 2005, Maryland's significant 2024–2025 ignition interlock mandates and how they interact with commercial driving privileges, and the single piece of conventional wisdom about DUI stops that destroys more trucking careers than anything else. Drawing on real cases from nearly three decades of practice, John will give your drivers — and your safety staff — the frank conversation they need to hear before they need a lawyer.
SPEAKER John K. Phoebus - John is the Managing Partner of Anthenelli, Phoebus, and Hickman, LLC with offices in Crisfield and Salisbury, Maryland. A criminal defense attorney since 1997, John has developed a recognized sub-specialty in representing commercial driver's license holders charged with DUI and related offenses in Somerset, Wicomico, and Worcester Counties. He is the Treasurer of the Maryland Criminal Defense Attorneys Association and active in several local nonprofits. John grew up on the Eastern Shore, where his grandfather Alvin Stant spent forty years as an owner-operator hauling seafood and produce up and down the East Coast — which means when John talks about what a CDL is worth, he knows exactly what he's talking about.
